Finance : Operations

Thank you for visiting the Finance Department Web site. The Finance Department is located in the historic Village Hall building constructed in 1927. We are located at 510 Green Bay Road across from the Elm Street Train Station. The Finance Department hours of operation are from 8:30 a.m. to 5:00 p.m. Monday through Friday, and Saturday from 8:30 a.m. to 12:00 p.m.

The Finance Department is responsible for the collection and disbursement of all Village Funds. Major responsibilities of the Department include utility service billing, sale of permits and licenses, preparation of the budget, purchasing, accounts payable, accounting, risk management, and payroll and benefit administration.

Customers may also take advantage of the drop box behind the Post Office and Depository Slot at Village Hall to make payments or deliver correspondence without having to pay for postage.

Application for Motor Vehicle and Dog License

The fee for Winnetka vehicle licenses is $40 per vehicle. Application forms for vehicles that were previously registered in Winnetka before August 15th are mailed to residents in the fall of every year. Vehicle license stickers for the current year must be displayed by January 1. Vehicle code requires that licenses be affixed to the lower right-hand corner (passenger's side) of the windshield in a manner that will allow them to be easily read from the outside.

Village code also requires that any dog over the age of six months living in Winnetka must have a Village license and that the appropriate tag be displayed on its collar or harness. Current registration tags must be displayed by January 1 of each year. The license fee for unspayed female dogs is $15; for all other dogs it is $10. A rabies vaccination certificate must be presented before a license can be issued.

Once completed, please sign, enclose payment, and mail the application to the Village of Winnetka, 510 Green Bay Rd., Winnetka Illinois 60093.

Winnetka Business Employee Parking Permit

The purpose of these permits is to facilitate parking for employees who work for local businesses at a discounted price of $10 per year. Employee Parking permits can be obtained in person at Village Hall located at 510 Green Bay Rd. 

Employees are required to provide the following documentation in order to receive a permit: a current driver’s license, a completed signed employee parking permit application, and proof of employment.  Proof of employment can include a paycheck stub dated within the last 60 days, items mailed to the applicant at a Winnetka business address within the last 60 days, or a letter from the employer on company stationary listing all current employees. Business cards or name tags are NOT sufficient proof of employment. 

The purchase of a permit does not guarantee that a spot will be available in the most convenient location. Some of the parking lots, especially in the Indian Hill and Elm Street area, tend to fill up requiring the permit holder to park several blocks or more from their place of employment.

Employers have the option of sending the Village a list of all employees on their company stationary, a photo copy of the front and back of each persons driver’s license, and a completed employee parking permit application for each employee. The Village will then process these permits together saving time for both the business’ employees and the Village.

Parking Permits for Commuters

The purpose of these permits is to facilitate parking for residents and non-residents who utilize the train for commuting. Once completed, please sign, enclose payment, and mail to the Village of Winnetka, 510 Green Bay Rd., Winnetka Illinois 60093.

The Village designates parking areas around the three train stations (Indian Hill, Elm Street, and Hubbard Woods) for commuter parking. Commuter cars must display a valid daily or six-month parking permit in these lots. Permits may be purchased at Village Hall. In some areas, a valid Village sticker must be displayed in addition to a daily or six-month commuter permit. It’s best to always read signs carefully before parking a vehicle.

The purchase of a permit does not guarantee that a spot will be available in the most convenient location. Some of the parking lots, especially in the Indian Hill and Elm Street area, tend to fill up in the morning. There are usually spots available in the Hubbard Woods lot off of Scott Street (on the North End of the Village, 1 block east of Green Bay Rd. on the south side of Scott St.).

Daily Train User Parking Permits can only be purchased in person at Village Hall.

Water and Electric Service Application


The Winnetka Water and Electric Department (847) 716 – 3558 is the exclusive provider of electricity and water to customers within the Village. To obtain electric service a new resident must sign and submit a customer service application card. Those who rent rather than own their residence will be required to pay a deposit.

It is important that residents who use life support equipment in their homes notify the Water and Electric Department so that special care can be taken to keep electric outages to a minimum and to restore service first if an outage occurs.

Automatic Utility Bill Payment

The Village offers an automatic utility bill payment program for residents who would like to avoid having to write monthly or bi-monthly checks to pay electric, water and sewer bills. This is also a convenient way to insure that these bills are paid when residents are out of town. Payments are made directly from residents’ checking accounts on the payment due date.

Village Budget

The Village of Winnetka provides many services to the residents and businesses. Key to providing those services is sound financial planning and budgeting.

The Village produces an annual budget that explains the various Village departments, performance measures, revenues and expenditures, and fiscal policies used in managing the Village’s resources.

The Village currently has a Aaa rating from Moody’s, the highest credit rating available. Like other municipalities in Illinois, however, the recent decline in the overall economy and property tax caps have made it difficult for the Village to provide services without fee or tax increases. On the expense side, the Village continues to reduce staffing to limit the increase in operating expenses.
