Police : Operations

The Operations Section of the Winnetka Police Department consists of two Commanders, five Sergeants, eighteen Police Officers, (including two assigned as Investigators and one as New Trier High School Liaison), and three Community Service Officers. This section is the backbone of the police agency. Its primary responsibilities include: the protection of life and property, the preservation of peace and order, the control and direction of traffic, the investigation of traffic accidents, the investigation of criminal acts, the apprehension of criminals, and the provision of a myriad of other police services. These services include: administering the Vacation House Watch program, conducting home security surveys, monitoring and reporting hazardous street conditions, conducting foot patrol, specialty vehicle patrol, and security premise checks in the business districts, parks, beaches and school areas. The Police Department Operations Section provides twenty four hour police service within the Village and responds to approximately 12,000 emergency and non emergency calls for service each year.

Members of the Winnetka Police Department Operations Section also assume additional tasks and responsibilities by participating in multi-jurisdictional organizations. For example, two members of the Operations Section are also members of the Northern Illinois Police Alarm System (NIPAS). One is assigned to the “Emergency Services Team” special weapons and tactics unit operating in Northern Illinois . This team may be called to assist whenever local resources are not adequate to deal with an emergency situation. Another Winnetka police officer is assigned to the NIPAS “Field Force” in which several hundred police officers train together to address large gatherings or parade-type functions. Winnetka also participates in the Northern Illinois Major Crimes Task Force (NORTAF) , a consortium that was created to bring thirteen communities together to investigate homicides and non-parental kidnappings. Two officers are assigned to NORTAF.

The Investigations Unit consists of two officers. Its primary function is to conduct follow-up investigations of major criminal activity that occurs in the Village. Investigation of criminal activity frequently requires the collection and processing of physical evidence. Therefore, the Winnetka Police Department is a member of the nationally accredited Northern Illinois Police Crime Laboratory (NIPCL). The NIPCL not only processes evidence recovered at crime scenes, it also provides a variety of training opportunities for Winnetka evidence technicians. The Investigations Unit serves as liaison to other law enforcement agencies and is a member of the North Shore Detective Group which meets on a regular basis and exchanges intelligence information on crime patterns. The North Shore Detective Group facilitates the formation of task forces to assist any North Shore community in investigating unusual crime patterns and exceptionally serious criminal acts. In addition, the Investigations Unit has assumed responsibility for conducting quarterly inspections of all Winnetka establishments holding liquor licenses and providing the Liquor Commissioner with appropriate reports. Members of this unit conduct background investigations on all applicants for solicitor permits as well as for police and fire department positions. The New Trier Liaison Officer also reports to the supervisor of the Investigations Unit

Three Community Service Officers complete the Operations Section. Their duties are primarily parking enforcement and animal control. They also assist with traffic control, school crossing assignments, and the 9-1-1 Communications Center.
