A

Address Numbers

Street numbers are assigned to lots and buildings by the Village Department of Community Development. The assigned numbers should be clearly visible and prominently displayed on the street side of residential buildings and on the street and rear (alley) side of commercial buildings. Numbers should be numeric (not script), no less than 3 inches in height (but no larger than 1 1/2 square feet in area) and conspicuously placed. Alarm Ordinance

Winnetka’s alarm ordinance covers various issues regarding burglar and fire alarms. Copies of the ordinance are available in the lobby of the Public Safety Building, 410 Green Bay Road. Residents are advised to contact the Winnetka Police Department and/or Fire Department before contracting with an alarm company to insure that the company is able to comply with Village code requirements. Winnetka police and fire department personnel will also gladly discuss any other issues dealing with alarms. For the Police Department call 847-501-6034; for the Fire Department call 847-501-6029. Alcohol Responsibility

Homeowners are responsible for insuring that no minors consume alcoholic beverages on their premises. This responsibility exists even when homeowners are not personally present. Call the Winnetka Police Department at 847-501-6034 for more information. Email: police@winnetka.org  

Automatic Utility Bill Payment

The Village offers an automatic utility bill payment program for residents who would like to avoid having to write monthly or bi-monthly checks to pay electric, water and sewer bills. This is also a convenient way to insure that these bills are paid when residents are out of town. Payments are made directly from residents’ checking accounts on the dates that bills are due. Program participants will continue to receive detailed information regarding their utility bills. Bicycles

All bicycles owned by Winnetka residents should be registered with the Winnetka Police Department. This can be done at the police station (410 Green Bay Road) between the hours of 7 a.m. and 3 p.m., Monday through Friday. Identifying information, including the serial number, is required to register a bicycle.

Police encourage bicycle riders to practice safe biking techniques at all times. They highlight the importance of bicycle safety through various community education initiatives including a Bicycle Rodeo for youngsters held in the spring of the year. Block Parties

If you wish to hold a block party that will block off a public street, you must obtain permission from the Village. Call 847-716-3541, or email: kscanlan@winnetka.org

When possible, the Fire Department will arrange to have a fire engine visit your block party. Call the Fire Department at 847-501-6029 to make arrangements.

Blood Pressure Screening

A blood pressure reading provides an important and quick summary of an individual’s cardiovascular health status. It may also aid early identification of potential medical problems and lead to early treatment. Trained EMS personnel are available to take blood pressure readings at the Winnetka Fire Department facility (428 Green Bay Road) between the hours of 8:30 a.m. and noon and 1 and 5 p.m. Monday through Friday. Building and Other Related Permits

To assure that building and site improvements are undertaken and completed in compliance with Village building codes, it is necessary to obtain building and other permits for additions, interior remodeling, demolition, new decks or replacement driveways, patios, swimming pools, fences, air conditioners, etc. Please contact the Community Development Department at 847-716-3576, or email: mdonofrio@winnetka.org  before undertaking any major work around your house. Permits are required to be posted in a conspicuous location that is visible from the street.

Business Change of Occupancy (or tenant)

A Certificate of Occupancy must be issued by the Community Development Director prior to the change of occupancy or of the tenant for any business use. To obtain a Certificate of Occupancy, the proposed business must be a use permitted by the Zoning Ordinance and all health and life-safety requirements of the Village must be met. Business Licenses

Every Winnetka restaurant or business that wishes to serve or otherwise sell food and/or liquor must be registered and licensed by the Village. The Village also licenses home milk delivery, amusement devices, grocery stores, all food dealers, parades, fireworks and service stations. Contact the Village Clerk’s Office at 847-847-716-3541, or email: kscanlan@winnetka.org for applications and fee schedules.

A certificate of occupancy, requiring Village inspection, is needed when the use of a location will be changed. It is advisable to contact the Department of Community Development at 847-716-3576, or email:  mdonofrio@winnetka.org . regarding zoning and building codes prior to making a location commitment.

The Winnetka Chamber of Commerce is an association of businesses, services, governmental agencies, schools and organizations, working to promote the economic health, welfare and betterment of its community. Contact the Chamber of Commerce at www.winnetkachamber.com or call them at 847-441-4451.

Cable Television

Comcast provides cable television service to Winnetka residents. The Comcast Customer Service phone number is 866-594-1234.

Although the Village has limited authority regarding the operations of the cable companies, we do document problems or issues Winnetka residents may have with our local provider, Comcast. Any problems that you experience should first be addressed directly with the cable company at 866-594-1234, or at www.comcast.com. If you are unable to resolve your complaint or would like to document a comment, you can notify the Village via email to: cablecomplaints@winnetka.org.

The Village maintains an information bulletin board for cable subscribers on cable channel 10. Local events are listed on the bulletin board along with timely safety and crime prevention information. Village Council meetings are televised weekly.

The Village Council meetings are aired on Channel 10, Mondays and Fridays at 7 p.m.

Until January 1, 2010, Comcast will provide a TV production studio for use by Winnetkans in Highland Park and Skokie. Residents seeking information about Public Access should call 847-266-1887, or visit www.accesschannel.com . After the first of the year, this service will no longer be provided by Comcast.

(CPR) Cardio-Pulmonary Resuscitation

Early administration of CPR to cardiac arrest victims increases their chances for survival. The Winnetka Fire Department conducts CPR recognition and re-recognition classes quarterly. These classes are available to Winnetka residents for a nominal fee. Classes may also be scheduled for special groups such as, doctor/dentist personnel, school faculty, boy and girl scout troops. (Due to costs associated with the program, it is necessary to charge a fee for special group classes.) Cashier's Counter at Village Hall

The Cashier’s Counter is located on the main floor of Village Hall, 510 Green Bay Road. It is open from 8:30 a.m. to 5 p.m., Monday through Friday, and 8:30 a.m. to noon on Saturday. Commuter parking passes, licenses, Village zoning ordinance and a variety of services are available during the hours that the counter is open. Certificate of Appropriateness of Design

A Certificate of Appropriateness of Design must be issued prior to any external architectural feature changes, including awnings, storefronts, and certain signage for commercial, multi-family or institutional buildings. (Single-family homes are NOT required to obtain a Certificate of Appropriateness.) Contact the Department of Community Development at 847-716-3576, or email:  mdonofrio@winnetka.org 

Communications with Residents

Village staff members are pleased to respond to questions or inquiries about services, programs and projects. Village office hours are 8:30 a.m. to 5 p.m. weekdays. Compost

When available, compost can be picked up at no charge at the Winnetka Public Works Yards, 1390 Willow Road during business hours. Bring your own shovel and container!

Comprehensive Plan

Winnetka 2020, a long-range comprehensive land use plan, is available at the Cashier’s Counter at Village Hall (telephone, 847-501-6051, extension 116). Questions and comments regarding Winnetka 2020 should be directed to the Department of Community Development at 847-716-3576, or email: mdonofrio@winnetka.org  

Construction Hours

Construction equipment shall be operated only between the hours of 7 a.m. and 7 p.m., Monday through Friday, and 9 a.m. and 6 p.m. on Saturdays. If construction noise is being made before or after these hours, or on Sundays or holidays, please call the police department at 847-501-6034, at the time that the noise is occurring. Email: police@winnetka.org or mdonofrio@winnetka.org 

Construction Site Conditions

Construction sites and adjacent public rights-of-way must be maintained in a safe and clean condition at all times. This includes sanitary facilities, parking and loading areas, fencing for security and tree protection, and proper storage and removal of debris. Council Meetings

Regular Council meetings are held in the Village Hall Council Chamber on the first and third Tuesday of every month beginning at 7:30 p.m. A portion of every Winnetka Village Council meeting is set aside to hear comments from Winnetka residents regarding any and all Village issues. Curfew

In Illinois, the legal curfew for people under the age of 17 is 11 p.m. Sunday through Thursday, and 12 midnight on Friday and Saturday. The driver's license of a 16-year-old becomes invalid if he or she is driving in violation of Illinois curfew law. Call 847-501-6034 for more information, or email: police@winnetka.org

Digging Policy (Underground Utilities)

Call JULIE (Joint Utility Location Information for Excavators) at least 48 hours prior to undertaking any digging activity on your property or the public parkway. JULIE provides a toll-free number (811) through which underground utilities in the vicinity of digging activity can be located.

Dog Licenses

Village code requires that any dog over the age of six months living in Winnetka must have a Village license and that the appropriate tag be displayed on its collar or harness. Current registration tags must be displayed by January 1 of each year. The license fee for unspayed female dogs is $15; for all other dogs it is $10. A rabies vaccination certificate must be presented before a license can be issued.

Dog Regulations

Dogs must be under the control of their owners at all times. When dogs are not on their own property, owners must insure that their pets are under immediate control by means of a leash, cord, chain or like device, and that the dog does not commit an act that is declared by Village ordinance to be a public nuisance. It is unlawful to permit a dog to run loose or trespass on private property. By law, owners must clean up after their dogs if they defecate on other than their own property.

In Winnetka, dogs are not allowed in Village parks or on most beaches. They are allowed on Centennial beach but only with the appropriate pass. Call the Winnetka Park District at 847-501-2040 for more information about the doggie beach.

Village ordinance limits the number of dogs kept in a household to three.

Drainage Complaints

Drainage problems and concerns can be discussed with the Public Works Department. Village field inspectors may recommend corrective work; however, the responsibility for solving private drainage problems normally rests with the homeowner. Residential drainage swales cannot be altered without first obtaining the required permits from the Public Works Department. Call 847-716-3530, or email: mvakil@winnetka.org

Electric Meters

Residents are cautioned never to remove a water or electric meter or to allow a contractor to do so. Meters are sealed to prevent tampering. To keep costs to residents as low as possible, theft of service will be prosecuted. For more information call 847-716-3558, or email: bmcinturff@winnetka.org

Electric Service

The Winnetka Water and Electric Department furnishes electricity to the Village. To obtain electric service a new resident must sign and submit a customer service application card that can be obtained from the Village Finance Department. Those who rent rather than own their residence will be required to pay a deposit. Contact Utility Billing at the Village Hall, 847-446-9550, or email utilitybilling@winnetka.org.

It is important that residents who use life support equipment in their homes notify the Water and Electric Department so that special care can be taken to keep electric outages to a minimum and to restore service first if an outage occurs. Electric Service Problems: Call the Village First

Calls regarding electric service problems should be made to 847-501-2531. This number is answered 24 hours a day, 365 days a year, by employees who are familiar with the operation of the Village electric utility. In case of severe weather, your call may not be answered immediately. Please keep trying. Your call is important to the Winnetka Water and Electric Department.

When calling to report a problem with electric service, residents should be prepared to describe what is occurring. Is there power? Do some lights work but not others? Are lights flickering? Is a wire down? Has a tree or tree limb fallen? Was a loud sound, like that made by a shotgun, heard?

Emergency Medical Dispatch

The Winnetka Fire Department contracts with RED Center (Regional Emergency Dispatch) for dispatch services, including emergency medical dispatch. Emergency medical dispatchers are available to help you with medical advice during an emergency until the firemedics arrive at your location. When you call 911 for medical help, please stay on the line with the dispatcher and follow his/her instructions.

Emergency Medical Services

Fire department firemedics provide emergency medical treatment and transportation 24 hours a day, 365 days a year. The Fire department maintains two fully equipped Advance Life Support (ALS) ambulances and two fully-equipped Advance Life Support non transport engines. Dial 911 in the event of a medical emergency and for any fire or police emergency; cellular phone users, call 911.

Fire Hydrant Flow Testing

Each year the Winnetka Fire Department performs maintenance inspections and fire flow tests on more than 600 fire hydrants in the Village. Flow testing of fire hydrants aids the Fire and Water departments in determining the water system capacities and is used in pre-planning for emergencies. Fire Hydrant Maintenance

Help the fire department help you! You can help ensure that fire hydrants are easily accessible if there is a fire in your neighborhood. It’s important to keep hydrants clear of all obstructions. Hedge rows, trees, bushes and fences located close to a hydrant can considerably slow or prevent fire vehicles from obtaining water. Fire Prevention

The Fire Prevention Bureau oversees scheduled inspections of public and commercial buildings, plan reviews of new construction and remodeling, installed systems and underground flammable and combustible liquid storage. Fire Prevention: Paint Removal

The Winnetka Fire Department cautions homeowners to be extremely careful and to follow prescribed procedures when using a torch or other flame-producing device to remove paint. The International Fire Code, Section 308.4, "Use Of Torches For Removing Paint," states: "Any person using a torch or other flame-producing device for removing paint from any building or structure shall provide one approved fire extinguisher or water hose connected to the water supply on the premises where such burning is done. In all cases, the person doing the burning shall remain on the premises one (1) hour after each use of the torch or flame-producing device." When employing professional painters, be sure to discuss paint removal with them to make certain that they understand the hazards associated with this phase of the job.

Fire Station Tours

Educational tours of the Winnetka Fire Station are available for scout organizations, school and pre-school groups, birthday parties and other activities and interests. Firearms

Firearms dealers prohibited.   No person shall engage in the business of a firearm dealer in the Village, including exchange, loan, rental or other transfer for consideration of a firearm or ammunition.

Garage Sales

The Winnetka Sign Ordinance prohibits the display of garage sale signs on premises other than those on which the sale is conducted. This restriction includes street light and utility poles, as well as public parkways. The code allows only one temporary sign for a garage sale. This sign cannot exceed 10 square feet in size and must be placed on the property where the sale is taking place. It is illegal to sell merchandise that was brought in from elsewhere and was not owned by the property owner prior to the sale. Home Fire Safety Surveys

Home fire safety surveys will be performed by fire department personnel who will identify potential fire hazards in the home and provide advice concerning general fire safety practices. Home Occupations

Any business located in a residential zoning district must comply with the standards of the Winnetka Code. No commodity may be kept, displayed, sold, or offered for sale upon the premises; no person shall be employed on the premises other than a member of the immediate family residing on the premises; no mechanical equipment except that which is used for domestic purposes shall be in operation for the home business; zoning inspection and a Certificate of Occupancy are required. Home Security Surveys

Lawn Sprinkling Restrictions

In compliance with regulations established by the Illinois Department of Natural Resources for allocation of Lake Michigan water, the Village was required to adopt water conservation measures. From May 15 to September 15, residents may water their lawns between the hours of 5 and 11 a.m. and 5 and 11 p.m. Subject to the prior approval of the Director of the Water & Electric Department, a one day exception to the above sprinkling restrictions may be granted for the annual activation or repair of a sprinkler system. Similarly, a two-week exception may be granted for newly sodded or seeded lawns. Call 847-716-3558 for more information, or email: bkeys@winnetka.org

Leaf Blowers

In Winnetka, it is illegal to operate gasoline powered leaf blowers at all times from June 1 to October 1. At other times of the year, they may be operated only between the hours of 8 a.m. and 7 p.m., Monday through Friday, and from 9 a.m. to 6 p.m. on Saturday, Sunday and on holidays.

Leaf Collection

From mid-October through November, leaves will be collected from the curb by vacuum machines. There is no need to bag them. Residents should rake leaves one foot back from the curb to avoid creating a hazardous condition. Leaves piled on the street are a hazard to small children who may be tempted to play in them and may not be seen by motorists, cars that park on them can cause leaves to catch fire due to heat from exhaust pipes, and vehicles driving over them may lose traction due to the slippery conditions that leaves create. (Drivers: Be alert to these concerns during the autumn leaf collection period.) Also, leaves raked one foot onto the parkway will not clog sewer drains or reduce the width of traffic lanes. Residents are encouraged to reduce the volume of leaves to be collected by using a mulching mower. Weather permitting, it takes seven working days to complete one leaf collection trip through the Village. Through its involvement with the Consortium, a website has been developed to assist residents in accessing information regarding their individual properties. Information such as zoning classification, property identification numbers, or even aerial photographs can be accessed at this site. Open Fires

Open fires are not permitted in Winnetka. Call 847-501-6034 to report a violation. If the fire is creating a hazardous situation, call 911.

Paint Disposal

Oil based paint; stains, or finishes are considered a household chemical waste by the Illinois Environmental Protection Agency (IEPA) and are properly disposed via household chemical waste collections sponsored by the IEPA and available to all Illinois residents.  The "Illinois Environmental Protection Agency - Household Chemical Waste" web page will take you to the IEPA's web page which includes information concerning collections and a complete schedule of upcoming collection events.

Latex Paint -- Latex paint  is non toxic and will not be accepted at Household Chemical Waste collections.  Let the paint dry out completely.  After the paint has dried, dispose of it in your regular garbage with the lid off so the garbage hauler knows the can is empty.   You can add shredded newspapers, kitty litter or Waste Paint Hardener (available at most hardware stores) to your latex paint if needed.

Paint Can Disposal -- A paint can which previously contained oil-based or latex based paint may be disposed of in the  regular trash. If the paint can is of an acceptable  recyclable material  such as  steel,  tin, or a  plastic container stamped recyclable 1 - 5, the can may be recycled in the community’s recycling program. In order to be accepted for recycling, the container must have the lid removed and  be wiped clean with a paper towel until  the bottom of the container is dry and can be plainly seen.

Parking for the Disabled (Accessible Parking)

Any motor vehicle being used to transport a person who is disabled that displays a handicapped parking card (issued either in Illinois or in another state) may use parking areas designated for disabled individuals. Drivers of these vehicles are exempt from ordinances imposing limitations on parking. However, handicapped license plates and cards do not permit parking in areas where parking is prohibited. The Secretary of State's Office issues handicapped license plates and temporary or permanent handicapped parking cards. Applications can be obtained by calling the New Trier Township Office at 847-446-8202. Parking Passes: Commuters

The Village designates parking areas around the three train stations (Indian Hill, Elm Street, and Hubbard Woods) for commuter parking. Commuter cars must display daily or six-month passes to park in these lots. Passes may be purchased at Village Hall. In some areas, a valid Village sticker must be displayed in addition to a daily or six-month commuter pass. It is best to always read signs carefully before parking a vehicle. Parking Prohibited - 2 to 6 a.m.

Parking is prohibited on all Winnetka streets between the hours of 2 and 6 a.m. When temporary, extraordinary circumstances require that a vehicle be left on the street overnight, please call the police department at 847-501-6034 to request special parking consideration or email:  police@winnetka.org  

Parking During Snow Emergencies

A snow removal emergency exists whenever two or more inches of snow falls within a 24-hour period or when two or more inches of snow remains on any roadway in the Village. Winnetka's snow ordinance prohibits parking of vehicles on any Village street during a snow emergency. Cars parked in a manner that obstructs the clearance of snow during an emergency may be towed. Parkway Maintenance

Property owners are responsible for routine maintenance of the public parkways (generally the area between the curb and the sidewalk) adjacent to their properties. This includes mowing, trimming weeds, etc. In addition, tree limbs and bushes on or adjacent to parkway areas should be kept trimmed so that they do not block visibility or obstruct sidewalks.

It is illegal to attach address signs, ropes, swings, wire, hanging baskets, outdoor lighting or any other device to parkway trees. Also, the Village requires that a permit be obtained in order to plant material other than grass and Village-approved tree species within parkway areas. Prescription Drug Drop-Off

The Fire Department, at 428 Green Bay Road, will accept sharps and prescription drugs for disposal Monday through Friday from 8:30 - Noon & from 1 - 5 PM. Due to new Federal regulations, we are no longer able to accept drugs classified as controlled substances -- all other medications will be accepted.

Recycling

Recyclables will be picked up at the curb the same day that your refuse is collected -- simply put refuse and recycling carts out before 7:00 a.m. on the scheduled day. Residents will not be charged for recyclables. All recyclables can be commingled in one cart. Paper products should not be bundled or tied.  Containers should be rinsed. Recycling is provided free of charge to any Winnetka business that uses the Village’s refuse services.  Any Winnetka business interested in recycling services should call the Public Works Department at 716-3568.

Refuse Collection: Construction Debris

Waste resulting from work done by contractors will not be picked up by the Village. Contractors must make their own arrangements for its removal.

Refuse Collection: General

The Village will pick up two cans (33 gallons each) of trash from each Winnetka single-family household once per week at the back door. To schedule a regular, on-going second pickup, call 847-716-3568. A $25 per month charge will be assessed. To schedule an occasional second pickup, call 847-716-3568. The cost will be based on the volume of material that is collected. Residents who need to have more than two cans picked up on an occasional basis can purchase Village refuse stickers for $2 each to place on each additional 33 gallon can. Refuse Collection: Household Hazardous Waste

Paint cans, insecticides, etc. cannot be placed in your trash cans and will not be picked up. The Illinois EPA and other agencies sponsor occasional special household hazardous waste pickups. These pickups are advertised in the Winnetka Report and the Village newsletter.  More information is available via the Solid Waste Agency of Northern Cook County, or at www.swancc.org.

Refuse Collection: Hypodermic Needles

Village code prohibits the disposal of hypodermic needles via the normal waste collection system. Proper disposal methods should be discussed with a doctor or other health care provider. The Village is participating with the Solid Waste Agency of Northern Cook County's residential needle disposal program. Needles that are secured in a proper "sharps" container can may be brought to the Fire Department, Monday - Friday, 8:30-5:00 PM.

Refuse Collection: Special Pickups

Special refuse pickups may be requested for objects not collectable on regular refuse pickup days. Materials not suitable for regular refuse pickup include large accumulations from extensive yard clean up, hedge and light tree trimmings, house cleaning and decorating waste. Special pickups may not exceed one-half truckload of volume, and must consist of items that can be handled by two persons without danger of injury. Major appliances and heavy furniture will also be collected but an additional charge will be assessed to cover the cost of disposal. Refuse Collection: Spring Clean-Up Week

The main purpose of this annual Village-wide residential rubbish pickup event is to reduce fire hazards in the home. Public Works Department employees will remove debris placed on the parkway that two men can reasonably lift into a truck. However, dirt, stone, construction materials, brush, logs, yard waste, liquids (including paint), chemicals and other hazardous materials WILL NOT BE PICKED UP. To minimize littering problems, rubbish should be placed on residential parkways no earlier than 6 p.m. the evening before the scheduled pickup or by 7 a.m. the day of the pickup.

The spring refuse collection event is an excellent opportunity for residents to make a significant contribution to community safety by cleaning out clutter that can fuel a fire. Questions should be directed to the Public Works Department at 847-716-3568 or email: ebraun@winnetka.org 

Refuse: Yard Waste Collection (lawn clippings, brush, branches)

Illinois law prohibits disposing of yard waste with regular household refuse. Yard waste (lawn clippings, brush, branches, etc.) will be picked up at the curb; however, additional collection procedures and charges apply to this type of refuse.

Village Yard Waste Bags must be used for clippings and other similar landscaping refuse. They can be purchased at Village Hall for $2.00 each. Generic yard bags will not be picked up unless a $2 sticker is attached to them. Other yard waste, such as brush and branches, must be bundled and each bundle must have a sticker affixed to it. Stickers can be purchased at Village Hall at a cost of $2 each. Bundles cannot be larger than 2' x 2' x 4', and can only be fastened with string.

Refuse: Yard Waste, Yard Bag and Rubbish Set Out

Residents are requested to refrain from having yard waste on the curbside over the weekend. Please do not place yard rubbish at the curb until after dusk the evening before your collection day. Accumulations for curbside collection must be ready for pick up by 7 a.m. on the scheduled day. From April through November ONLY, yard waste will be collected on both Monday and Thursday from residents who have either Monday or Thursday garbage collection; residents who have Tuesday or Friday garbage collection will have yard waste collected on both Tuesday and Friday. Registry for Memory Impaired Citizens

Families with loved ones who may walk away or otherwise become missing and are unable to provide identifying information (e.g. persons with Alzheimers, Downe’s syndrome, stroke victims), can register with the Winnetka Police Department so that the individual’s speedy and trauma-free return home can be accomplished in the event that he or she requires assistance. Services for Citizens with Special Needs

The Winnetka Police Department maintains a Telephone Device for the Deaf (TDD) that can be accessed 24-hours a day by calling 847-501-6041. Requests for any Village service can be directed to the TDD; however, the device recognizes only TDD transmissions and will not respond to audio (voice) contact.

The Winnetka Fire Department will assist special-needs citizens with the installation of smoke detectors. Call 847-501-6029 for more information.

The Village Water and Electric Department will attempt to keep power outages to a minimum and will give priority to restoring service to homes where life support equipment is in use. Call the Water and Electric Department at 847-716-3558, extension 123, to let them know if someone in your home uses this equipment.

Sidewalk Replacement/Trip Hazard Program

The Village makes annual repairs to its sidewalks at no cost to the abutting property owner. Sidewalk safety hazards should be reported to the Public Works Department at 847-716-3530, email: mvakil@winnetka.org

Except for temporary real estate or contractor signs, commercial signs are not permitted in residential areas. No sign may be placed on the public right-of-way, which is generally the area between the curb and sidewalk. Sirens: Outdoor Weather Warning Siren System

Winnetka’s three emergency warning sirens, one located east of the Public Safety Building at 410 Green Bay Road, one at the northeast corner of Tower and Green Bay Roads, and one at the Park District Golf Course, are tested for three minutes at 10 a.m. on the first Tuesday of every month.

When Village of Winnetka staff members become aware that the National Weather Service has issued a tornado warning for our area, the audible outdoor warning siren system will be activated. These sirens are activated to alert persons who are outside that they need to move to proper indoor shelter immediately.

If there is a tornado warning, do not call the Winnetka Fire or Police Departments. Instead, take cover in your predetermined shelter. Stay there until the danger has passed.

Skateboarding: Prohibited in Certain Areas

Skateboarding is prohibited on roadways, sidewalks or parkways in the following Winnetka locations:

  • Elm Street from Birch to Arbor Vitae Road;
  • Chestnut Street from Chestnut Court to Spruce Street;
  • Lincoln Avenue from Oak to Pine Street;
  • Around the war memorial monument at the Village Green.

Snow and Ice

Snow and ice removal during severe weather is a primary concern and responsibility of the Village. During emergency weather conditions, residents can obtain information or report extreme situations by calling the Public Works Department at 847-716-3568, or email: ebraun@winnetka.org

Social Services

The Winnetka Police Department contracts with New Trier Township for a full-time Social Worker to provide short-term counseling services to individuals, groups and families, as well as crisis intervention, resource and referral information and community education to Winnetka residents of all ages. Solicitors

Residents and businesses may display "No Solicitors or Peddlers" signs on their property. Solicitors not heeding the signs are subject to arrest. Every solicitor is required to carry a permit issued by the Village. Concerns about solicitors should be reported to the police department by calling 847-501-6034.

Winnetka residents who do not wish to have solicitors visit them can request to have their homes included in a register that will be maintained by the police department. There is no charge for this service. Police will provide the addresses of these residents to solicitors coming into the Village, along with instructions to refrain from calling upon them. Tornado Watch and Warning

A tornado watch means that conditions are right for a tornado. Always stay tuned to a radio or television for further developments during a tornado watch period.

A tornado warning means the National Weather Service has sighted or detected a tornado on radar. Take cover immediately. Tornadoes strike fast -- often within minutes.

If there is a tornado warning, the Illinois Emergency Management Agency suggests:

In a house or small building, go to the basement. If there is no basement, go to an interior part of the structure on the lowest level (closet, interior hallway). Get under a sturdy table; protect your head. Stay there until the danger has passed.

In a school, go to the designated shelter area. Interior hallways on the lowest floors are usually the safest. Stay away from windows and open spaces.

In a multiple story building, go to small interior rooms or hallways on the lowest floor possible.

If you are in a vehicle, get out immediately and go to a more substantial structure. Do not attempt to out run a tornado. Tornadoes are erratic and move swiftly.

If there is no structure nearby, seek shelter in a low-lying area. Shield your head with your hands.

Tree Removal on Private Property

The Village of Winnetka requires a removal permit for any tree measuring 8 inches or more in trunk diameter (measured at 4.5 feet from ground level). Vehicle Stickers

The Village of Winnetka requires the purchase of an annual license for vehicles. Application forms for vehicles that were previously registered in Winnetka are mailed to residents in the fall of every year. New residents and residents who acquire new vehicles can obtain license application forms at the Village Hall Cashier’s Counter. Vehicle license stickers for the current year must be displayed by January 1. Vehicle code requires that licenses be affixed to the lower right-hand corner (passenger's side) of the windshield in a manner that will allow them to be easily read from the outside. Voter Registration

A person is eligible to register to vote if he or she is a citizen of the United States, has reached or will reach the age of 18 by the next election and has resided in the district for 30 days prior to the next election. Residents may register to vote at the Village Clerk's office (second floor of Village Hall) Monday through Friday, between the hours of 8:30 a.m. and noon and 1 and 5 p.m., and on most Saturdays at the Cashier's Counter (first floor of Village Hall) from 8:30 a.m. to noon. Registration closes 28 days before any election and reopens two days after the election. Registrations are also taken at the County Clerk's Office, 69 West Washington, 5th Floor, Chicago, IL.

Water Meters

Residents are cautioned never to remove a water or electric meter or to allow a contractor to do so. Meters are sealed to prevent tampering. To keep costs to residents as low as possible, theft of service will be prosecuted.

To obtain water service, a new resident must sign and submit a customer service application card that can be obtained from the Village Finance Department. Water Service Problems: Call the Village First

Calls regarding water and water problems should be made to 847-501-2531. This number will be answered 24 hours a day, 365 days a year, by employees who are familiar with the operation of the Village water utility. In case of severe weather, your call may not be answered immediately. Please keep trying. Your call is important to the Winnetka Water and Electric Department.

When calling to report a problem with water, residents should be prepared to describe what is occurring. Is water pressure low? Is water running in the street?

Weed Restrictions

Dumping weeds, leaves, branches or trash is not permitted. All grass and weeds must be mowed by property owners or those responsible for property maintenance before the growth reaches 10 inches. Wildlife

Numerous wild animals are indigenous to Winnetka and problems are occasionally experienced when they attempt to live too close to their human neighbors. Police will attempt to remove animals that are in the living areas of a home. When they enter other parts of a house, a professional relocation company should be utilized or Village residents can borrow small animal traps from the Police Department to attempt to relocate bothersome wildlife themselves.

Youthful Fire Setter Program

The Winnetka Fire Department’s "Youthful Fire Setter Program" provides support to children and parents in the community. The primary goal of the program is early recognition and treatment of fire setting, whether motivated by curiosity, anxiety, frustration, guilt or dozens of other human conditions. Through the use of educational intervention and professional referral, the department can help families prevent more serious difficulties.
