The Village of Winnetka operates under the Council-Manager form of government, as recognized by the International City/County Management Association (ICMA). This form of local government combines policy leadership from our elected Village Council with the professional experience of an appointed Village Manager. Under this form, the elected body hires a professional manager to implement its policies. Ultimately, the Manager serves at the pleasure of the Council and his duties include:
Preparing the annual budget;
Overseeing day-to-day operations in the Village’s six departments;
Recruiting, hiring, and supervising Village staff;
And serving as the Council’s adviser.
Winnetka’s current Village Manager is Robert M. Bahan, who was appointed in 2010.
Winnetka’s Village Attorney is appointed by the Village President, with the approval of the Trustees and serves as the attorney for the Village, its elected/appointed officials, as well as Village boards and commissions. The Village Attorney drafts proposed ordinances, monitors any legal proceedings involving the Village, provides opinions on legal questions, and attends meetings of the Village Council. The current Village Attorney is Peter M. Friedman of Holland & Knight, LLP, who was appointed in 2014.

The office of the Village Clerk provides many important services to Winnetka residents. The Village Clerk is appointed by the Village Council and attends all meetings of the Village Council. The Village Clerk is the custodian of the Village Seal and is the keeper of the Village records which include meeting minutes and ordinances dating back to the 1800s, resolutions, proclamations and agreements of the Village Council and the Village Code of Ordinances.
Foremost among the programs offered is the office’s election services, with the primary goal of providing convenience to voting. Winnetka residents can register to vote in the Village Clerk's Office.

Village Celebrates a 100-Year Anniversary
The Village of Winnetka operates under a Council-Manager form of government, where the Village Council has the policy-making power and the Village Manager is appointed to oversee day-to-day operations. The Village Manager is responsible for the management and operation of Winnetka’s six departments and oversight of implementing Village Council directives.
Winnetka first adopted the Council-Manager form of municipal government in 1915, when the Council appointed its first Village Manager. The Village is now one of 139 municipalities in Illinois, and one of more than 3,670 nationwide, that operate under this form of government. Even though many other units now employ this widely accepted and respected form, Winnetka was an early adopter—being the second municipality in the state to elect this structure. Today, more than 150 million Americans live in Council-Manager government cities.
Since 1915, seven professionals have served as Village Managers, including: Mr. Robert L. Fitzgerald (1915- 1917); Mr. Herbert L. Woolhiser (1917-1951); Mr. Charles R. Miller (1951- 1961); Mr. Lee A. Ellis (1961- 1971); Mr. Robert A. Buechner (1971- 1991); Mr. Douglas G. Williams (1992- 2010); and Mr. Robert M. Bahan (2010- present).
The diligent service of these managers and the 100th anniversary of Winnetka’s adoption of the Council-Manager form was recognized by two bodies in March: the International City/County Management Association (ICMA) and the Illinois City/County Management Association (ILCMA). ICMA recognized the Village with a proclamation from President James Bennett and ILCMA provided the Village with a commemorative plaque. Both items were presented to Village President E. Gene Greable and Village Manager Bahan at the March 3, 2015 Council Meeting by Mr. Robert Kiely, Jr., Village Manager of Lake Forest, Illinois.
