Citation Management System is Up and Running

The Police Department's Citation Management has their servers back up and running after Wednesday’s fire in their home office. Residents may resume making online payments for parking and municipal citations. The Village thanks the community for its patience while the service was down, and apologizes for the inconvenience.


FEMA to Conduct Nation-wide Emergency Alert System Test on October 3

The Federal Emergency Management Agency will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA) on October 3, 2018. The WEA portion of the test commences at 3:18 PM and the EAS portion follows at 3:20 p.m. The test will assess the operational readiness of the infrastructure for distribution of a national message and determine whether technological improvements are needed.

North Shore Gas Automated Meter Reading

In the next few days, a North Shore Gas contractor MZI will be upgrading meters in Winnetka on behalf of North Shore Gas. The contractor will have a badge with both the MZI Group, Inc. and North Shore Gas logos. They are installing a transmitter device to allow North Shore Gas to remotely read the gas meter every month. In order to install the new device, they will need access to the meter; the install should take approximately 15 minutes to complete.

The Village has hired Osmose Utilities Services to conduct the annual inspection and maintenance of wooden utility poles beginning September 24 and lasting approximately two weeks.. The work includes the partial excavation and drilling at the base of poles for inspection and/or treatment. All field technicians and vehicles should be clearly identified with the company name.

Community is Welcome to Attend Flag Planting Event at Village Green

North Shore Triathalon Takes Place September 17

The North Shore Triathlon special event, hosted by Precision Multisport, will be taking place on Sunday, September 16 from 6:00 - 9:00 AM. The event will mainly be held in Wilmette, but will affect parts of Kenilworth and Winnetka. The cycling portion of the event will impact Sheridan Road south of Winnetka Avenue; Winnetka Avenue between Sheridan and Green Bay Roads; and Wilson Street south of Ash Street.

Elm Street Commuter Lot Construction is Complete

Traffic Signal & Street Light Pole Painting Project

Starting the week of July 16, and lasting approximately three weeks, a Village contractor will paint 37 street light poles and traffic control cabinets at five intersections in Winnetka. The majority of the street light poles are located along Sheridan and Green Bay Roads. Additional street light poles are located in the east and west Elm business districts.

The Village of Winnetka maintains over 625 fire hydrants. Part of this maintenance includes painting and sandblasting approximately every four years, to enhance their appearance and improve visibility of faded and weathered hydrants. In July and August, approximately 165 hydrants will be painted in the following areas: (i) North of Ash Street, east of the railroad and bounded by the Lake; and (ii) Spruce, Elm and Oak Streets from Hibbard to Green Bay Roads.

Phosphorus Fertilizer Prohibition

To protect water quality by reducing phosphorus runoff, Winnetka bans the use of phosphorus-containing fertilizers. State law already prohibits the application of phosphorus-containing fertilizers by commercial applicators. The Village’s ordinance complements the state law, and allows exceptions for the Park District and residents when phosphorus doesn’t naturally occur at high enough levels or is otherwise low; and for newly sodded or seeded lawns.

Water Department Performing Village-wide Leak Detection Program

Village Launches Utility eBills and Recurring Credit Card Payments

The Village of Winnetka has introduced two new features to enhance its utility billing process. eBills allows a customer to enroll in electronic billing, with the option of waiving a paper bill. The second enhancement is recurring credit card payments. The feature can be accessed with or without enrollment in eBills, and will automatically charge an account-holder’s utility bill balance to a credit card on file with the Village during each billing cycle.

Seatbelt Saturdays for the Month of March

Every Saturday during the month of March, Winnetka Police will increase enforcement efforts to educate motorists who are not wearing seatbelts. According to the National Highway Traffic Safety Administration, seatbelt use in passenger vehicles saved an estimated 13,941 lives during 2015. Buckling up helps keep drivers and passengers secure inside a vehicle, while not buckling up can result in being totally ejected from the vehicle in a crash.

Electronic Recycling Program to Resume March 29

Police Department Promoting Text Free Tuesdays

Christmas Tree Pickup Starts January 3

Christmas trees will be picked up from the curbside for shredding, chipping, and composting through January 18, 2018. After January 18th, a refuse sticker is required to ensure pickup. Please remove everything from trees, including plastic bags or wraps, ornaments, tinsel, wires, and the stand, as these will clog and damage the shredder.


Village Budget Demonstrates Fiscal Responsibility and Stable Property Taxes

On Tuesday, December 5, the 2018 Annual Budget was approved by the Winnetka Village Council. The 2018 Budget is balanced; and operating expenditures are fully funded by operating revenues. Property taxes will remain level for the fourth year in a row. Village residents will see slight increases in their water, electric and sanitary sewer bills next year, and an increase in residential refuse collection fees from $10/month to $25/month. Most other fees and taxes remain unchanged.

Unlocked Vehicles Are Targets

Unlocked vehicles continue to be targeted for burglary and theft. This past weekend Winnetka experienced three motor vehicle thefts and numerous vehicles that were unlawfully entered and rummaged through. The incidents occurred during overnight hours where vehicles were parked in a driveway/alley. All of the vehicles entered were unlocked and the vehicles that were stolen contained the key/fob. ​

The holiday season is a time of buying and giving. Criminals know that valuable items are abundant during the holiday season. The Winnetka Police Department Crime Prevention Unit offers free security surveys. Upon request, an officer will conduct a survey of your building/property and make recommendations on how you can make the building more secure and reduce the opportunity of becoming the victim of a crime.

Kidde Recalls Fire Extinguishers with Plastic Handles

This recall involves two styles of Kidde fire extinguishers: plastic handle fire extinguishers and push-button Pindicator fire extinguishers. The fire extinguishers can become clogged or require excessive force to discharge and can fail to activate during a fire emergency. In addition, the nozzle can detach with enough force to pose an impact hazard.

Village Launches Online Payments for Miscellaneous Billing

Lincoln Avenue Parking Lot Project Update

Striping of the east and west portions of the Lincoln Avenue parking lot is expected to take place by Saturday, August 25, with the lot scheduled to be open to the public on Monday, August 28. Summer Lawn Sprinkling Hours

As a user of Lake Michigan water, the Village is required to impose restrictions by the Illinois Department of Natural Resources (IDNR); therefore, during the summer months, water restrictions are in effect. New regulations were adopted in 2016 and are summarized below. Lawn sprinkling is no longer allowed on consecutive days. Sprinkling is also prohibited between the hours of 12:00 PM and 6:00 PM The restricted sprinkling hours began on May 15, and are effective until September 15.

New Permit Requirements for Right-of-Way Excavation and Restoration

Beginning September 1, the Village will implement new permit and inspection requirements specific to construction operations in public streets. The new procedure requires the permittee to construct the permanent roadway patches and curb repairs. The goal of these changes is to reduce the amount of disturbance in the right-of-way, improve motorist and pedestrian safety in these areas, and to formalize the procedures and responsibilities for the street restoration.


Village Proposes Rehabilitation of Cherry and Oak Street Bridges

The Village is proposing to rehabilitate Cherry and Oak Street Bridges over the Union Pacific Railroad. The project will consist of repairs to the bridges and adjacent pavement and sidewalk. During construction, each bridge will be temporarily closed to vehicle and pedestrian traffic, and Metra access from the Oak Street Bridge will be temporarily closed.


Hubbard Woods Platform Repairs

Work at the Hubbard Woods Train Station continued this week with platform surface rehabilitation and phase work located adjacent to the Green Bay Trail. Cook County Approves Memorandum of Understanding for Winnetka Stormwater Project

After the Willow Road Tunnel Project was set aside due to cost concerns, the Village engaged Strand Associates to re-examine alternatives to alleviate flood risk in western Winnetka. Strand recommends a multi-phase approach that would provide significant flood risk reduction against a 100-year flood event, and improve stormwater quality. The lynchpin of the vision is a project on Forest Preserve District of Cook County land, at the northwest corner of Hibbard Road and Winnetka Avenue.

The possession, sale, and discharge of fireworks are prohibited by the Winnetka Village Code (Section 8.08.110). This prohibition also includes sparklers, fountains, and sky lanterns. Willow Road Resurfacing Project

The Illinois Department of Transportation (IDOT) has begun its Willow Road Resurfacing Project. The construction will span Willow Road from the Edens Expressway in Northfield to Provident Avenue in Winnetka, and will include some minor curb and sidewalk replacement. Water Department Cross Connection Survey

Winnetka's Electronics Recycling Program Resumed March 30

The program resumed March 30, at its regular time, every Thursday from 1:00 – 3:00 PM at the Public Works Yards, 1390 Willow Road. Electronics Recycing Program on Hiatus for the Winter

Village of Winnetka Discontinues Cable Public Access Channel

At the September 13 Regular Council meeting, DMP Steering Committee Chair Meg Benson gave an overview of the development process. Turf Damage Could be a Sign of Invasive Worm Species

In 2015, Amynthas agrestis, an invasive species of worm, was discovered at the Chicago Botanic Garden. Amynthas agrestis, gets its common name, ‘crazy snake worm’, due to its unusual behavior, which is more snake-like than worm-like. These worms will aggressively wiggle and writhe when exposed to air or picked up, and will attempt to slither away.

Sheridan Road to be Closed from Tower Road to Scott Avenue on Monday, August 1

The Illinois Department of Transportation (IDOT) has announced that Sheridan Road will be closed to through traffic from Tower Road to Scott Avenue on Monday, August 1 as a stormwater project in the lower ravine area continues. Because this project is being managed by IDOT, all questions about the work should be directed to the IDOT Resident Engineer, Larry Pray, at 847-410-7393; or the IDOT Project Engineer, Jim Stewart at 847-705-4262.


Village to Provide Special Refuse Collections for Storm Debris

In order to help their drivers, the Village reminds residents to orient their recycling containers so the lid opens on the street side – with the handle facing the house side. Dwyer Park Community Engagement Continues

The Winnetka Park District continues to gather community input during the planning stages of the Dwyer Park playground renovation. The District conducted their first set of community meetings in May and a second set June. The purpose of those meetings was to lay out the planning process and begin to hear the thoughts of neighborhood residents. The third set of meetings are at Dwyer Park (856 Elm Street) on the following dates: July 7 at 6:30 PM or July 9 at 9:00 AM.


Hill Road Detour in Effect Until June 24

As part of the Village’s 2016 Street Rehabilitation Program, there will be a detour on Hill Road between Church Road and Forest Street, starting Tuesday, June 21. The detour will be in effect during construction work hours, and is expected to last through the end of the week. Recycling Makes CENTS for Winnetka

A Message from the Environmental & Forestry Commission: There is money in our refuse! Throwing items away instead of recycling them wastes money and other precious resources. Each ton of refuse that is recycled out of the waste stream saves the Village at least $50, since Winnetka pays SWANCC (Solid Waste Agency of Northern Cook County) $50 per ton of refuse received at their transfer station for deposit in a landfill.


Current Village Employee Parking Permits Expire on July 1

Parking permits are valid from July 1 through June 30. Winnetka businesses can submit a current, dated, signed list of employees yearly to the Village. The Village will keep the list on file for that current year only. The list may be submitted in June and used as current, written proof of employment so that each employee need not show a pay stub.


Community Invited to Dedication of New Fire Engine - Tuesday, June 7 at 5:00 PM

The Winnetka Fire Department will be placing its new 2016 Smeal Fire Engine into service following a short dedication ceremony on June 7 at 5:00 PM. However, the NSMAD stresses that proper installation and maintenance is essential to minimizing the potential for these devices to produce huge populations of mosquitoes. Coal Tar Contractors Need a Permit

Winter Parking Restrictions

A “Snow Emergency” is declared by the Village when two or more inches of snow fall within a 24-hour period. Parking on residential streets is prohibited until the street is cleared of snow. Temporary signs will posted in the business districts before enforcement activity, but no signs will be placed in residential areas.

Residents to Reap Rewards from Joint Recycling Contract

In an effort to save costs on recycling collection, the Villages of Winnetka and Glencoe have been working to co-select a vendor to provide this service for their residents. Both Villages are serviced by the same law firm, provide their garbage collection in-house, and had the same recycling provider. These circumstances allowed the two Villages to issue a joint request-for-proposal (RFP) with the aim of achieving economies of scale.

Get Your 2016 Village Vehicle and Dog Licenses

Village licenses for 2016 are on sale at the Cashier’s Counter at Village Hall, 510 Green Bay Road. The counter is open weekdays from 8:30 AM - 5:00 PM. All dogs over the age of six months must be licensed, and a current Village license is required to be attached to their collar or harness. A current, original rabies vaccination certificate must be submitted with the license application.

Construction Alert for Winnetka Avenue

The Cook County Department of Transportation and Highways has begun Phase II construction on Winnetka Avenue between Hibbard Road and the Edens Expressway. Throughout construction, the County and their contractor will work to minimize disruptions. Winnetka Avenue will remain open to two-way traffic at all times, but during certain operations, the road will narrow to one lane with flagging operations in place. During flagging operation days, major delays are anticipated.

A new section of gas main at the intersection of Tower Road and Greenwood Avenue was not properly JULIE marked and the contractor “scratched” the top of the pipe on Friday, May 15. There are no life safety issues at this time, and there is no leaking of gas; nevertheless, North Shore Gas must replace this section of the new gas main. In the meantime. they will install a repair sleeve over the scratched piece of pipe.

Surveys were mailed to every Winnetka household, and the Village achieved a 45% response rate. The results emphasize that Winnetka residents enjoy a high quality of life. Two Residential Burglaries Reported Monday, January 19

The Winnetka Police Department is investigating two residential burglaries that occurred on Monday, January 19, during the late afternoon hours. Both incidents occurred on the west side of the Village; entry was forced through first floor doors. Items taken included jewelry and cash. Fortunately, one of the homes was equipped with an alarm system that was activated and the amount of property loss was limited due to the immediate police response.

Illinois Cracking Down on Distracted Driving

The Village of Winnetka is joining a public awareness campaign to educate drivers about the State of Illinois hand-held cellphone ban. The new law, which took effect January 1, 2014, prohibits the use of hand-held cellphones except in an emergency, and allows only for speakerphones and headsets that feature voice-activated or one-digit dialing. Fines start at $75 for drivers caught using a hand-held cellphone while driving, and increase to $150, and eventually suspension of driver’s licenses

The record snowfall this winter has caused some Winnetka fire hydrants to become buried. Minutes saved locating and digging out a fire hydrant can be crucial in an emergency situation. A snow-packed hydrant also is more susceptible to freezing, which could hinder firefighting efforts.


Comment Deadline on Stormwater Master Plan Document is March 7

The Stormwater Master Plan, in its final draft form, is now available for public review and comment. This is a large document that may take several minutes to download. Hard copies of the Master Plan document are available in the Village Manager’s Office at Village Hall and at the Winnetka Library. Comments will be taken until March 7 - and will be provided to the Village Council

Winter Storm Raises Flood Risk; Dropping Temperatures Overnight to Cause Icy Conditions

The triple threat of higher temperatures, melting snow and potentially heavy rain brings the risk of flooding to Winnetka, both on private property and in the streets. In addition, the frost depth will prevent water from sinking into the ground, causing a great deal of runoff. In preparation for these conditions, Village Public Works crews will be out this week clearing snow from the curb areas and uncovering storm drains.


Village Server May be Offline Saturday Afternoon

Due to a scheduled electrical repair at Village Hall, power to the building will be shut off starting at 1:30 on Saturday, February 15 and lasting approximately four hours. During this time period, the Village’s website may temporarily be unavailable. The Village apologizes for any inconvenience.​

Village to get Creative in Light of Area Wide Road Salt Shortage

The Village’s salt supplier has indicated that due to an area-wide shortage, they are not accepting additional orders; other local suppliers are receiving similar responses. In order to conserve supplies, the Public Works Department is modifying its salting priorities to enhance focus on main streets, hills, curves, and intersections, and to reduce focus on residential roadways.

The Winnetka Police Department advises residents to be wary of fraudulent phone calls and emails. Phone and email scams are very common, and may catch unsuspecting victims by surprise. Activity involving scams has picked up in the area recently, so be mindful of these two common methods used by scam artists.


Adopt a Hydrant

After a major snow storm, it is not possible for the Village to clear all of its 647 fire hydrants. Hydrants that are buried or blocked by piles of snow may result in the Fire Department experiencing difficulty finding them in an emergency, with the possible consequence of additional property loss or endangerment of residents.

The Glencoe Police Department requests assistance in locating a missing Glencoe man with dementia who was last seen Tuesday at 7:30 p.m. in the 800 block of Forestway Drive in Glencoe.

Free Holiday Light Recycling is offered to residents and any member of the Solid Waste Agency of Northern Cook County (SWANCC) community. All string lighting an extension cords can be dropped off at the Public Works Yards (1390 Willow Road) weekdays from 8:30AM - 4:00PM. Garland, live greens, wreaths or other non-recyclables cannot be accepted.
