Plan Process

Winnetka formally began work on its Downtown Master Plan on October 12, 2015 when the project Steering Committee and Working Groups held a joint kick-off meeting at the Winnetka Community House.

Winnetka_DMP_LogoThe purpose of a Downtown Master Plan is to evaluate and consider enhancements to Winnetka's three business districts:  Downtown Elm Street, Hubbard Woods, and Indian Hill.  The outcome of the nearly year-long process was a set of recommendations covering issues such as: land use, development regulations, zoning, circulation, parking, urban design and potential new development.

A fundamental component of the process was public participation.  To that end, a Steering Committee comprised of community members, including three Village Trustees, was appointed to work closely with the Village's Downtown Master Plan consultant.  In addition, Working Groups representing residents, merchants, business people, and commercial property owners was tasked with contributing their particular insight and expertise.  The Working Groups will also function as community liaisons to bring information to the community, as well as convey community input to the Steering Committee.

The Downtown Master Plan was adopted by the Village Council in November, 2016.
