Stormwater Intergovernmental Agreement (IGA) with School District 36 Moves Forward


The Village of Winnetka and School District 36 have negotiated an Intergovernmental Agreement (IGA) authorizing the Village to utilize underground areas on Crow Island School property for flood control efforts in western and southwestern Winnetka, addressing serious and longstanding flooding concerns. District 36 approved the IGA on December 17, and the Village approved it January 7.

“This agreement is another major step toward improving stormwater management for Winnetka, which remains a primary focus for Village Council,” said Chris Rintz, Village President. “It is the result of positive and productive conversations with District 36, and we are grateful for their partnership as we move this project forward.”

Under the agreement, the Village will utilize a portion of the Crow Island School property for underground stormwater storage, conveyance, and water quality improvements. Once construction of underground infrastructure is complete and the construction area is restored, the School District may make future school-related improvements to the property within what is identified as the “potential building zone” in the agreement. The historic nature of the existing building, the environmentally sensitive nature of the property, and continued engagement with residents will all be included in the process when implementing school improvements.

“The District is proud to be a partner in Winnetka’s stormwater management solution,” said Dawn Livingston, Winnetka Public Schools School Board President. “After a number of creative problem-solving sessions, we were able to agree on a plan that met the community's needs for stormwater management and also accounted for the long-term needs of Crow Island School.”

The next steps are finalizing an IGA with the Winnetka Park District and working with the Forest Preserve District of Cook County to finalize terms of a formal license agreement and develop engineering plans for the project.
