Village of Winnetka Receives Distinguished Budget Presentation Award

The Village of Winnetka has won the Government Finance Officers Association’s (GFOA) Distinguished Budget Presentation Award for its 2017 budget document.  The award represents a significant achievement for the Village, and reflects the commitment of the Village Council and staff to meet the highest principles of government budgeting.  Less than 2% of almost 7,000 eligible entities in Illinois have won the 2017 Distinguished Budget Presentation Award. 

“We put a lot of effort into improving the quality of our budget document.  We are really pleased to have won this award,” said Tim Sloth, Finance Director.

In order to receive the budget award,the Village had to satisfy nationally recognized guidelines for effective budget presentation.  These guidelines are designed to assess how well an entity’s budget serves as:

  • A policy document
  • A financial plan
  • An operations guide
  • A communications device   

The Village’s 2017 budget document was reviewed using a comprehensive evaluation checklist of 26 criteria in each of four categories. Thirteen of these criteria are mandatory items outlining the basic elements that any good budget document should contain. Documents given a unanimous, proficient, or better rating on all of the criteria will receive the Distinguished Budget Presentation award.

“This award represents to our residents that we now have a budget document that lays out clear policy goals with the utmost level of transparency and clarity,” said Christopher Rintz, Village President.  

When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award.  This has been presented to Nicholas A. Mostardo, Assistant Finance Director.

“I am excited on behalf of the Village and its residents that we have received the award. This process was a group effort and would not have been possible without the support of the Village Departments and the Village Council,” said Nick Mostardo, Assistant Finance Director. 

The Village of Winnetka’s budget will be posted on the GFOA’s web site along with other recent Budget Award recipients.  Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.  The Distinguished Budget Presentation Award will be officially presented at the Agust 15 Village Council meeting.
